Confirm the property, the arrival and the document
Before booking, confirm the arrangements with the specific property: the traveller’s passport or other accepted original document, the name on the reservation, arrival time, payment and deposit, and how to find the entrance. A booking site’s area label or a general statement about hotel registration does not guarantee that an individual reservation has been arranged correctly.
Scope: foreign visitors arranging accommodation in mainland China. Official rule and local implementation text reviewed 18 October 2026. This guide has not contacted a hotel or checked a particular guest’s circumstances.
Identify which accommodation task applies
For a hotel, prepare check-in with reception and ask it to complete the guest registration. For a stay outside a hotel, arrange the registration with your host; the first online filing has its own assistance conditions below. A booking-platform label such as apartment or homestay does not settle which process the property uses. Ask the property or responsible local authority if its status is unclear.
Neither accommodation route replaces entry eligibility or the arrival card, or grants extra permitted stay.
Before you pay
Ask the property to confirm that it can complete your check-in using the travel document you hold. Include the actual arrival time if the flight lands late, and ask what to do if it is delayed. Check whether payment is due in advance or at reception, how any deposit is handled, and the cancellation/no-show terms attached to your room.
If mobility, steps, a lift or vehicle access matter, ask about the route from the actual drop-off point to the booked room. Do not assume that a district, hotel-star category or “near the station” label answers these questions.
Keep the confirmation in the channel you used to book. Ask for the property’s Chinese name, complete address, actual entrance and a usable contact method. These details are more useful on arrival than a cropped map image with only an English marketing name.
Prepare a small arrival pack
| Keep available | Why it matters |
|---|---|
| Original valid travel document | Reception needs to complete the identity and registration process applicable to your stay |
| Reservation and guest details | Helps match the traveller, dates and room to the booking |
| Chinese name, address and entrance | Helps the driver or you find the correct property |
| Agreed arrival arrangements | Avoids assuming reception will handle an unannounced late arrival |
| Agreed payment/deposit method | Avoids making check-in depend on an untested app or unsupported card |
The table is an editorial preparation aid, not a universal list of documents imposed on every guest. Use the property’s actual requirements and the responsible authority’s guidance for any unusual situation.
Understand hotel registration and private-home stays separately
Hotel: Article 39 places registration and reporting on the hotel. Complete its check-in process with the accepted original document; a reservation alone does not show the registration is done. See the Chinese statutory text, Article 39 and NIA’s English law text. The 24-hour non-hotel rule should not be substituted for the hotel’s own reporting process.
Other accommodation: the foreign guest or the person accommodating them must register with the public-security authority where the accommodation is located within 24 hours after moving in. The Chinese notice of 21 September 2026 says 入住后 — after check-in/moving in. The older NIA English filing guide also says “after … check-in”. Do not count every visitor’s deadline from airport landing on the basis of an abbreviated “after arrival” translation.
The September 2026 English notice confirms nationwide online service from 21 September 2026, with the offline channel retained and equal legal effect for online registration. The earlier March pilot’s seven-region scope is not the scope of that later rollout. Registration is still a separate task from an arrival card or permission to stay.
Finish registration, not just the room booking
Arrange the first non-hotel online filing with your host
NIA’s 21 September 2026 Chinese interpretation, questions 2–3 calls for host assistance with the initial online registration. The host may be a Chinese citizen or a foreigner. Arrange that help before relying on a private stay’s online process.
The English interpretation, section III identifies independent filing for someone who previously registered through the NIA platform and needs to register again at the same residence, or who stays at a self-owned residence. Do not interpret “guest or host” in the general notice as a promise that every first-time visitor can complete every online step alone.
Use the NIA Government Service Platform, “NIA 12367” app or its WeChat/Alipay mini-program. The interpretation describes registration and identity verification, then the Accommodation Registration module under Foreigner Service. After completion, use Registration Record Inquiry to check the record. These are published labels, not a tested account walkthrough; required fields and the outcome remain subject to the actual service.
Returning to an address does not create a general exemption
The Chinese interpretation, question 4 describes limited relief from repeat registration after an earlier compliant registration: returning after travel to a residence owned by the foreigner or their spouse, or returning to the same habitual residence during the validity of the same residence/permanent-residence permit. Its definitions and document conditions matter. A short-stay tourist returning to a friend’s home should not assume this covers them, or that a record for a different address settles the new stay. Confirm your changed arrangements with the host or local authority.
If the online route is unclear or fails
NIA’s English interpretation, section V directs users to the guide on the registration page, 12367 for enquiries, or the local public-security exit-entry service window or police station for on-site help. Keep the host involved and seek help promptly while observing the applicable deadline; an unanswered enquiry or unfinished form is not a completed registration. Save the record or reference the service actually supplies. This guide does not guarantee a grace period, universal document checklist or approval time.
At reception, resolve differences before they grow
Match the dates and guest details, present the original document, and read the amount and payment conditions before authorising a charge. If reception cannot find the reservation or an agreed arrangement has changed, use the property and booking-channel contact details. Keep the written confirmation available; do not infer a legal conclusion from this guide.
Before the trip, compare the Beijing or Shanghai base areas against your plans. Once the property is chosen, make an address card using its own Chinese details.
Confirm outside-food arrangements before ordering
Ask reception about the receiving entrance, contact details and actual pickup point before ordering outside food. Keep those instructions with the Chinese address supplied by the property; do not assume a rider can enter guest floors or that staff will accept the order for you.
